“High-capacity transit project” means any project to design, build, equip, improve or operate and maintain high-capacity transit or any portion of high-capacity transit and all appurtenances and incidentals related thereto. For the purposes of this section, “project” has the meaning ascribed to it in NRS 277A.100.
