The provisions of the plan relating to:

1. 1. The use of land and the use, bulk and location of buildings and structures;
2. 2. The quantity and location of common open space;
3. 3. The intensity of use or the density of residential units; and

4. 4. The ratio of residential to nonresidential uses,

   must run in favor of the city or county and are enforceable in law by the city or county, without limitation on any powers of regulation of the city or county.
