Each ordinance enacted pursuant to the provisions of this chapter must:

1. 1. Require the plan to be set forth in written and graphic materials, as specified in the ordinance;
2. 2. Set forth procedures by which the city or county will review an application for a plan, which must include, without limitation, procedures by which the city or county will review an application for a plan which calls for development over a period of years;
3. 3. Set forth procedures by which the city or county will review and process an application to modify, remove or release any provision of the plan pursuant to NRS 278A.410; and
4. 4. Set forth the standards and conditions by which a proposed planned unit development is evaluated.
