The Legislature hereby finds and declares that the creation of an inland port:

1. 1. Is essential to:

   1. (a) Develop and diversify the economy of the State;
   2. (b) Provide employment opportunities for Nevadans; and
   3. (c) Develop and expand transportation and commerce in this State.

2. 2. Will facilitate commerce and economic development in this State through:

   1. (a) Strategic investment in multimodal transportation assets; and
   2. (b) Comprehensive planning, development, management and operation of facilities and supporting infrastructure for transportation, commercial processing and domestic and international trade.
