1. 1. The Governor shall appoint the Chief Information Officer in the unclassified service of the State.

2. 2. The Chief Information Officer:

   1. (a) Serves at the pleasure of, and is responsible to, the Governor.
   2. (b) Shall not engage in any other gainful employment or occupation.
