The following persons may administer oaths to witnesses who appear before the Senate, the Assembly or a committee:

1. 1. The President of the Senate, the Secretary of the Senate or any member of the Senate.
2. 2. The Chief Clerk of the Assembly or any member of the Assembly.
3. 3. The secretary of the committee or any member of the committee.
