There is no limit upon the number of legislative measures or publications that may be distributed free of charge to:

1. 1. Legislators, except as may be otherwise provided by a joint rule or by a rule of either House for its members.
2. 2. The Secretary of the Senate and the Chief Clerk of the Assembly for the proper functioning of their respective Houses.
3. 3. The Legislative Counsel Bureau.
