“Program of treatment for offenders with substance use or co-occurring disorders” means a program:

1. 1. Established pursuant to NRS 209.4236 to provide treatment to certain offenders with substance use or co-occurring disorders; and
2. 2. Which is evidence-based or based on best practices supported by research.
