A petition alleging that a child should be declared free from the custody and control of his or her parent or parents may be filed at the election of the petitioner in:
- 1. The county in which the child is found;
- 2. The county in which the acts complained of occurred;
- 3. The county in which the child resides;
- 4. The county in which the child is the subject of another court proceeding;
- 5. The county in which an agency which provides child welfare services is located;
- 6. The county in which the guardian or custodian of the child resides;
- 7. The county in which the defendant resides; or
- 8. The county in which the convenience of the witnesses and the ends of justice would be promoted.
