It is a misdemeanor for any person to:

1. A. open the door of a vehicle on the side near moving traffic unless:

   1. (1) it is reasonably safe to do so; and
   2. (2) the door can be opened without interfering with the movement of traffic; or
2. B. leave a door of a vehicle open on the side of the vehicle near moving traffic for a period of time longer than necessary to load or unload passengers.
