The commission may:

1. A. review and approve, or disapprove with or without amendment, wholly, partially or conditionally, proposals to create special districts within the county;
2. B. review and approve, or disapprove petitions for the dissolution, consolidation or merger of special districts within the county; and
3. C. adopt standards and procedures consistent with the provisions of the Special District Procedures Act for the evaluation of proposals for the creation, dissolution, consolidation and merger of special districts.
