N.M. Stat. Ann. § 17-1-23
The Game and Fish Bond Act is full authority for authorization and issuance by the state game commission [state wildlife commission] of bonds authorized by the state board of finance, and the commission may do anything necessary to carry out the powers granted by the Game and Fish Bond Act.
