N.M. Code R. § 9.5.2.12
Attendance at meetings: If any member of the commission fails to attend any four consecutive meetings called by the chairman; and if there is no indication that the absences are warranted or that such member intends to fulfill his/her obligation as a member, then the chairman shall so advise the governor.
