These regulations apply to all licensees and direct providers of care in the following settings:

1. A. licensed child care homes;
2. B. licensed child care centers;
3. C. registered child care homes;
4. D. home visiting programs;
5. E. licensed before and after school care;
6. F. non-licensed or exempt after school programs participating in the at risk component of the child and adult care food program;
7. G. family infant toddler (FIT) programs;

8. H. ECECD contractors, and any other programs receiving ECECD funding or reimbursement, that:

   1. (1) has or could have primary custody of children for twenty hours or more per week; or
   2. (2) will have direct contact with children in the provision of ECECD sponsored services.
