1. A. The center shall have written policies and procedures that provide for releasing juveniles including:

   1. (1) verification of identity,
   2. (2) verification of release papers,
   3. (3) completion of release arrangements, including the person or agency to whom the juvenile is to be released,
   4. (4) return of personal items,
   5. (5) administrative resolution of any pending action, including disciplinary proceedings (and appeals), grievances, claims for damages, or lost possessions,
   6. (6) medical screening and arrangements for community follow-up care,
   7. (7) transportation arrangements, and
   8. (8) instructions on forwarding the juvenile’s mail.
2. B. Juveniles are only released upon receipt of a written release order signed by an appropriate authority.
3. C. The center does not accept the presence of a detainer as an automatic bar to release. The center determines the basis of any such detainer, and may release the juvenile to a detainer, if appropriate.
