1. A. Establish minimum standards for licensing of residential facilities that provide services in order to promote the health, safety and welfare of children in need of such services.
2. B. Provide for monitoring of facility compliance with these regulations through surveys to identify any factors that could affect the health, safety, and welfare of the clients or the staff.
3. C. Assure that the agency/facility establishes and follows written policies and procedures which specify how this is met.
4. D. To assure that adequate supervision must be provided at all times. Failure to provide a child with the care, supervision and services outlined in these regulations is a violation of these regulations which could result in suspension, revocation or denial of license.
