Requestors who are permitted access to aggregate data from non-routine reports, as well as record-level data, (as described in 7.1.27.16 NMAC and 7.1.27.17 NMAC of this rule) shall not (unless otherwise agreed to in writing):

1. A. provide the data or portion of it to any persons other than those identified in the request form; or
2. B. share, release, or otherwise give any or all of the information contained in the HIS dataset to any person or institution not listed on the data request form; or
3. C. resell any portion of the data or other information gained as a result of obtaining access to the data.
