VOUCHER APPROVAL -- PROFESSIONAL SERVICES

1. A. No voucher for payment of professional services will be approved by the board or its third-party administrators, other than a payroll voucher or travel voucher, unless the contract and any amendments to the contract have been approved where required by these rules.

2. B. The board or its third-party administrators shall not approve any voucher for the payment of professional services unless the voucher certifies that the services have been rendered.
