The department shall award loan recipients recommended by the commission based on the following considerations and preferences:

1. A. the ability, character and qualifications of each applicant through the review of the applicant's letters of recommendation and references;
2. B. the demonstrated interest of the applicant in serving as a community governance attorney; and
3. C. any other criteria as determined by the commission.
