All hearings shall be conducted by three New Mexico state fair commissioners designated by the board of commissioners as follows:

1. A. the chairman of the executive committee or his or her designee;
2. B. the chairman of the agricultural committee or his or her designee;
3. C. one member selected by the agreement of the representatives of the executive and agricultural committees, or if no agreement can be reached, a member selected by a majority vote of the commission.
