PACKING HOUSE AND KILLING PLANT OFFAL. The owner or operator of a solid waste facility that is authorized to accept offal shall have an approved disposal management plans for packing house and killing plant offal ensuring that, prior to disposal at the working face of a landfill, the wastes shall:

1. A. pass the paint filter liquids test (U.S. EPA test method 9095);
2. B. be mixed with soil, in a separate area of the facility, to a consistency that will support compaction and cover material; and
3. C. be covered immediately after disposal.
