COLORADO RIVER BASIN - For the tributaries of the Colorado river system, the state of New Mexico will cooperate with the Colorado river basin states and the federal government to support and implement the salinity policy and program outlined in the most current “review, water quality standards for salinity, Colorado river system” or equivalent report by the Colorado river salinity control forum.

1. A. Numeric criteria expressed as the flow-weighted annual average concentration for salinity are established at three points in the Colorado river basin as follows: below Hoover dam, 723 mg/L; below Parker dam, 747 mg/L; and at Imperial dam, 879 mg/L.
2. B. As a part of the program, objectives for New Mexico shall include the elimination of discharges of water containing solids in solution as a result of the use of water to control or convey fly ash from coal-fired electric generators, wherever practicable.
