The purposes of this part are:

1. A. to standardize the procedures used in rulemaking proceedings before the department pursuant to the Department of Environment Act, the Sanitary Projects Act, and the State Rules Act;
2. B. to encourage public participation in the regulatory change hearings conducted by the department pursuant to the Department of Environment Act and Sanitary Projects Act;
3. C. to make possible the effective presentation of the evidence and points of view of parties and members of the general public;
4. D. to allow all interested persons a reasonable opportunity to submit data, views, or arguments orally or in writing; and
5. E. to assure that rulemaking proceedings pursuant to the Department of Environment Act, the Sanitary Projects Act, and the State Rules Act are conducted by the department in a fair and equitable manner.
