The objectives of this rule are:

1. A. to standardize the procedures used in rulemaking proceedings before the commission;
2. B. to encourage public participation in the hearings conducted by the commission for the promulgation of regulations;
3. C. to make possible the effective presentation of the evidence and points of view of parties and members of the general public;
4. D. to allow all interested persons a reasonable opportunity to submit data, views or arguments orally or in writing; and
5. E. to assure that commission hearings are conducted in a fair and equitable manner.
