The purposes of this part are:

1. A. to standardize the procedures used in rulemaking proceedings before the board;
2. B. to encourage public participation in the hearings conducted by the board for the promulgation of regulations;
3. C. to make possible the effective presentation of the evidence and points of view of parties and members of the general public; and
4. D. to assure that board hearings are conducted in a fair and equitable manner.
