1. A. Appeal of any rule change by the commission shall be taken in accordance with governing law.
2. B. The appellant shall serve a copy of the notice of appeal on the commission and on each party.
3. C. The appellant shall be responsible for preparation of a sufficient number of copies of the hearing record at the appellant’s expense.

4. D. Unless otherwise provided by governing law, the filing of an appeal shall not act as a stay of the rule change being appealed.
