Commission members may attend a meeting to take any action except on evidentiary matters by telephone if the following requirements are met:

1. A. The Hearing Clerk is able to arrange for a conference telephone or other similar communications equipment at the location of the meeting;
2. B. It is difficult or impossible for the Commissioner to attend the meeting in person;
3. C. Each Commissioner participating by telephone can be identified when speaking;
4. D. All participants are able to hear each other at the same time;
5. E. Members of the public attending the meeting are able to hear any Commissioner who speaks during the open portion of a meeting; and

6. F. Any documents to be considered in the meeting have been provided in advance to Commissioners attending by telephone.
