1. A. This rule applies to all ambulance services subject to the jurisdiction of the department.

2. B. In addition to the exemptions stated in 65-2A-38 and 65-6-6 NMSA 1978, this rule does not apply to:

   1. (1) agencies of the United States government or
   2. (2) ambulance services authorized in another state or country that are engaged in interstate transportation of patients into or out of New Mexico.
