CERTIFICATE REQUIRED

1. A. No local exchange service shall be offered in this state without a certificate of financial and technical competency and a certificate of operating authority.

2. B. No certificate of operating authority will be issued by the commission unless the commission determines that an applicant's provision of telecommunications services under this rule is consistent with ensuring continuous quality of telecommunications services, safeguarding consumer interests, protecting the public health, safety and welfare and preserving and advancing universal service.
