1. A. Applicants for licensure as a respiratory care practitioners licensed in the following states and territories of the United States shall not be eligible for expedited licensure under Section 61-12B-8 NMSA 1978 of the Respiratory Care Act:

   1. (1) The following jurisdictions on that grounds that the profession is not licensed or otherwise regulated:

      1. (a) Alaska;
      2. (b) American Samoa;
      3. (c) Northern Mariana Islands; and
      4. (d) U.S. Virgin Islands.

   2. (2) The following jurisdictions, unless the applicant holds a respiratory care practitioner license with NBRC Registered Respiratory Therapist (RRT) credentials, on the grounds that RRT credentials is a minimal qualification for licensure in New Mexico:

      1. (a) Alabama;
      2. (b) Arizona;
      3. (c) Arkansas;
      4. (d) California;
      5. (e) Colorado;
      6. (f) Connecticut;
      7. (g) Delaware;
      8. (h) District of Columbia;
      9. (i) Florida;
      10. (j) Georgia;
      11. (k) Hawaii;
      12. (l) Idaho;
      13. (m) Illinois;
      14. (n) Indiana;
      15. (o) Iowa;
      16. (p) Kansas
      17. (q) Kentucky;
      18. (r) Louisiana;
      19. (s) Maine;
      20. (t) Maryland;
      21. (u) Massachusetts;
      22. (v) Michigan;
      23. (w) Minnesota;
      24. (x) Mississippi;
      25. (y) Missouri;
      26. (z) Montana;
      27. (aa) Nebraska;
      28. (bb) Nevada;
      29. (cc) New Hampshire;
      30. (dd) New Jersey;
      31. (ee) New York;
      32. (ff) North Carolina;
      33. (gg) North Dakota;
      34. (hh) Ohio;
      35. (ii) Oklahoma;
