When it is difficult or impossible for a board member to attend a board meeting in person, the member may participate by means of a conference telephone or similar communications equipment as authorized by the Open Meetings Act, Section 61-15-1, NMSA 1978.

1. A. Participation by such means shall constitute presence in person at the meeting.
2. B. Each member participating by conference telephone must be identified when speaking.
3. C. All participants must be able to hear each other at the same time.
4. D. Members of the public attending the meeting must be able to hear any member of the board who speaks during the meeting.
