1. A. Applicants for licensure as physical therapists licensed in the following states and territories of the United States shall not be eligible for expedited licensure under subsection H of Section 61-12D-10 of the Physical Therapy Act:

   1. (1) American Samoa, on the grounds that education and licensure requirements cannot be determined to be consistent with those requirements in New Mexico;
   2. (2) Guam, on the grounds that Guam, on the grounds that it cannot be determined if there is an examination requirement;

2. B. Applicants for licensure as physical therapist assistants licensed in the following states and territories of the United States shall not be eligible for expedited licensure under Subsection H of Section 61-12D-10 of the Physical Therapy Act:

   1. (1) American Samoa, on the grounds that this profession is not licensed;
   2. (2) Guam, on the grounds that it cannot be determined if there is an examination requirements;
