1. A. Unless otherwise stated in Part 5 or approved by the director, motion practice shall not be allowed in administrative enforcement proceedings.
2. B. The use of discovery is discouraged. Discovery may be approved only by the director or the director’s designee, in exceptional circumstances where justice demands.
