Any commissioner, legislative oversight committee member or commission staff member may disqualify himself from participating in any commission business or proceeding ln which his impartiality might reasonably be questioned, including but not limited to instances where:

1. A. he has a personal bias or prejudice concerning any person or matter being investigated by the commission, or personal knowledge of the subject matter of such investigation;

2. B. he served as lawyer in the matter that is subject of an investigation, or a lawyer with whom he previously practiced law served during such association as a lawyer concerning the matter, or the commissioner, legislative oversight committee member, commission staff member or such lawyer has been a material witness concerning it.
