Grant applications shall be evaluated on the following criteria:

1. A. significance of the materials;
2. B. scope of work;
3. C. outcome and impact;
4. D. project budget;
5. E. entities that have never received a historical records grant;
6. F. entities that have not received a historical records grant for three or more fiscal years prior to the fiscal year in which the grant period will occur; and
7. G. conditions identified by the national historical publications and records commission for grant recipients as outlined in the commission’s federal grant award.
