The legislature shall pass all necessary laws to carry into effect the provisions of this constitution.
Self-executing provision defined. — A constitutional provision which is complete in itself needs no further legislation to put it in force, but is "self-executing." State v. Rogers, 1926-NMSC-028, 31 N.M. 485, 247 P. 828.
