The committee, subject to appropriations made for that purpose, may provide awards to State employees for, but not limited to:

1. a. Meritorious suggestions and accomplishments which promote efficiency, productivity or economy;
2. b. Heroism or exceptional service;
3. c. Professional achievements; and
4. d. Service.
