Other than immediate license suspension authorized by RSA 541-A:30, III and RSA 332-B:15-a, the board shall impose disciplinary sanctions only:

1. (a) After prior notice to the licensee and the opportunity for the licensee to be heard; or
2. (b) By agreement in a settlement between the board and the licensee made pursuant to RSA 328-B:14, IV.
