The OPLC shall issue conditional licenses rather than full licenses to applicants who are graduates of a non-AVMA-accredited college of veterinary medicine who meet the following qualifications:
- (a) Applicant is enrolled in the ECFVG certificate program, or another certification program that that meets the ECFVG or PAVE program minimum standards, and has completed all but the clinical practice examination (CPE);
- (b) Applicant has successfully passed the jurisprudence examination pursuant to Vet 303;
- (c) Applicant has submitted the “Universal Application for Initial License”, which contains the information required by Plc 304.03, the documentation required by Plc 304.04, and the signature and attestation specified in Plc 304.05;
- (d) Applicant has submitted the applicable fee pursuant to Plc 1002.51;
- (e) Applicant is a person of good professional character in accordance with Vet 302.02; and
- (f) Applicant is 18 years or older.
