1. (a) These rules shall apply to all persons regulated by the board.

2. (b) The following shall be deemed by the board, pursuant to RSA 332-B:2, to be accepted livestock management practices and not the practice of veterinary medicine:

   1. (1) Equine farrier services;
   2. (2) Hoof trimming;
   3. (3) Equine massage; and
   4. (4) Equine filing or “floating” of teeth by non-motorized hand tools without sedation.
