This chapter provides rules for the conduct of adjudicative hearings in contested cases, non-adjudicative hearings in instances where a hearing is required to administer laws or programs within the treasury’s jurisdiction such as public hearings for rulemaking, issuance of declaratory rulings, and action on rulemaking petitions. These rules shall apply to all persons.
