1. (a) The department shall require a conceptual study to be conducted by the department or the municipality, if the department determines that the proposed project:

   1. (1) Requires additional design or engineering analysis before a cost estimate can be made; or
   2. (2) Includes unknown factors that would be part of the cost estimate.

2. (b) Based upon the design criteria specified in Tra 502.04(a), the bureau shall provide a preliminary estimate of the cost of the project to the applicant municipality, including the following information:

   1. (1) The approximate scope and limit of work;
   2. (2) The estimated total project cost; and
   3. (3) The municipality’s estimated share of the cost.
