Pursuant to the Surface Transportation Assistance Act of 1982, 49 U.S.C.A 2301 et seq., the following shall be exempt from these rules:

1. (a) A twin trailer truck operating upon the national network; and
2. (b) Household goods carriers operating upon either the national network or a local route.
