Contents of Explanation. The commissioner shall, within 90 days of receiving a request for explanation of a rule, provide a written response which:

1. (a) Concisely states the meaning of the rule adopted;
2. (b) Concisely states the principal reasons for and against the adoption of the rule in its final form; and

3. (c) States why, if the commissioner did so, the commissioner overruled any arguments and considerations presented against the rule.
