(a) A winning ticket shall be eligible to receive a prize if the following are true:
- (1) The winning ticket shall have been issued from an on-line terminal by an authorized lottery agent;
- (2) The winning ticket information shall have been recorded in the central computer system at least 59 minutes prior to the drawing;
- (3) All information appearing on the winning ticket shall correspond precisely with the lottery's computer record;
- (4) The 15 digit validation number and bar code shall appear in its entirety;
- (5) The winning ticket shall be intact, fully legible and correspond to the art work on file at the lottery;
- (6) The ticket shall not be defectively printed, fuzzy, unreadable, blank or partially blank, or defective; and
- (7) The ticket shall not be counterfeit in whole or in part, altered, reconstructed, tampered with in any manner, stolen or misregistered.
