The Plc 200 rules shall govern with regards to:

1. (a) Adjudicatory proceedings;
2. (b) Rulemaking submissions, considerations, and dispositions of rulemaking petitions;
3. (c) Public comment hearings;
4. (d) Declaratory rulings;
5. (e) Explanation of adopted rules;
6. (f) Voluntary surrender of licenses; and

7. (g) Waivers of administrative rules.
