The board shall renew the certification of an applicant who:

1. (a) Has complied with the renewal procedure set forth in Spe 604.02;
2. (b) Has maintained continuing competence as required by Spe 605.01; and

3. (c) Is of good moral and professional character, as evidenced by:

   1. (1) The answers to the questions on the renewal application form described in Spe 402.04(e)(2) and Spe 402.04(m); and
   2. (2) Related documents submitted pursuant to Spe 604.03(a), if any are required.
