In determining whether a proposed energy facility will serve the public interest, the committee shall consider:

1. (a) The welfare of the population;
2. (b) Private property;
3. (c) The location and growth of industry;
4. (d) The overall economic growth of the state;
5. (e) The environment of the state;
6. (f) Historic sites;
7. (g) Aesthetics;
8. (h) Air and water quality;
9. (i) The use of natural resources; and
10. (j) Public health and safety.
