The purpose of these rules is to establish the procedures for the issuance of building permits by the state fire marshal and to establish, for municipalities that do not have a building inspector or other enforcement mechanism as described in RSA 155-A:4, fees to defray the cost of the state fire marshal of issuing building permits in accordance with the state building code pursuant to RSA 155-A:2, III, RSA 155-A:2, IV and RSA 155-A:7, I.
