Notwithstanding Saf-C 7504.12(a), the requirement to file proof of financial responsibility shall be terminated by a hearings examiner or the financial responsibility administrator after 3 years from the habitual offender’s date of eligibility for driver’s license or operating privileges, as determined at the decertification hearing.
